About Maryland driver's licenses

In Maryland, a full driver’s license is a privilege. Drivers earn it by moving through the Rookie Driver graduated licensing system.

Requirements for a full driver's license

You can get a full driver's license if you:

  • Are at least 18 years old
  • Have held your provisional license for at least 18 months
  • Have no convictions during those 18 months
  • Have no alcohol-related offenses on your driving record (if you are under 21)

How to get your full license

When you meet all the requirements:

  • The MVA will automatically convert your provisional license to a full driver's license. You do not need to do anything.
  • The MVA will mail you an attachment card showing your new status. Carry the card with your provisional license until your provisional license expires.
  • When you renew your license, you will receive a full driver's license

Information for parents

Drivers under 18 need permission from a parent, guardian, or co-signer to have a provisional driver’s license. Parents and guardians may withdraw their consent for driving at any time.

If a driver under 18 gets a ticket for a moving violation, the MVA will notify the adult who co-signed the application.
