Withdrawing Consent for Driving

Parental consent for drivers under 18
When a teen under 18 years old applies for a Maryland driver’s license, a parent, legal guardian, or responsible adult must sign the application to give permission for the teen to drive.
Until your child turns 18, the same person who gave consent can take that consent back at any time. When consent is withdrawn, your child’s driver’s license is suspended. A suspension becomes part of your child’s driving record and may affect car insurance costs after driving privileges are restored.
How to withdraw your consent
Complete the Certified Statement / Receipt (DL-304) - PDF - 584.49 KB and submit with the permit/license to the MVA:
- In person at any MVA full-service branch office, or
- By mail
After the MVA receives your request, your child's license will be cancelled, and a letter will be sent to your child to confirm the cancellation.
Please note: The person withdrawing consent must be the same person who originally signed the license application.
How to reinstate consent
If your child is still under 18, you may ask the MVA to lift the cancellation by submitting a Certified Statement / Receipt (DL-304) - PDF - 584.49 KB.
When your child turns 18, the MVA will automatically lift the cancellation, even if you do not give consent again. Your child must then apply to the MVA for a duplicate driver’s license.
Can someone else give consent?
Yes. If another person is also your child’s parent or legal guardian, that person may give consent for your child to drive, even if you have withdrawn your consent.
Fees
- There is no fee to withdraw or reinstate parental consent.
- When the cancellation is lifted, a fee applies to get a duplicate driver’s license.
