RE: New Requirements for Inventory Courier Services
Purpose:
To communicate that the Motor Vehicle Administration (MVA) has established an approved courier list for all licensed dealers and licensed title service agents to utilize if they chose.
Summary:
Effective July 1, 2026, only entities or individuals qualified by the MVA can serve as a courier service and securely pick up, transport, deliver MVA tags, registration stickers, decals, and related MVA inventory to licensed dealers, licensed title service agents, and MVA-certified ERT vendors. Qualified inventory couriers must also securely store and maintain records for the MVA inventory the courier obtains from the MVA warehouse facility.
Each qualified courier decides which licensed dealers, licensed title service agents, or MVA-certified ERT vendors they wish to offer these services to and negotiates the fees associated with providing these services. If the contractor is an MVA-certified ERT vendor, the vendor may provide the services described to its existing and any future customers. The MVA will not assign courier work, and qualified couriers must deliver the inventory to the intended recipient within 10 business days.
As of July 1, 2026, if a dealer or title service agent uses a courier to pick up and deliver MVA inventory, the courier must be qualified to MVA to perform these services. As of the date of this memo, MVA has qualified one inventory courier – Motor Car Courier – to perform these services and is reviewing proposals submitted by other entities. After July 1, 2026, do not use an inventory courier to pick up and delivery MVA inventory unless MVA has qualified the courier.
