Roadway Safety Driving Education Program

You’ve reached the new website for the Maryland Motor Vehicle Administration. Thanks for visiting!

Maryland driver’s license applicants who currently possess either:

  • a driver's license from another country
  • an Armed Forces License only

Must complete the 3 Hour Roadway Safety Driving Education Program before they can receive a Maryland driver's license.

Applicants who currently possess a driver’s license from another state in the United States, a U.S. territory, Canada or the Yukon territory do not have to attend this program.

Taking the Roadway Safety Driving Education Program

  1. Sign-up with a 3 Hour Roadway Safety Driving Education Program provider

    You must contact a 3 Hour Roadway Safety Driving Education Program provider directly to sign-up.

  2. Complete the 3 Hour Roadway Safety Driving Education Program

    Pay the program fee

    • There is a fee charged for the 3 Hour Alcohol and Drug Education Program
    • Please contact the program provider for exact cost
    • Payments should be made directly to the program provider

    Confirm the certification method

    When you complete the program, confirm with the school which method they will use to certify completion of the program.

  3. Program completion certification

    There are two ways for Certified Driving Schools to certify completion of the program:

    Option 1: Provide the Certified Driving School with a Maryland driver’s license number (MD ID)

    If you have a MD ID number, the certified Driving School will submit the 3 Hour Alcohol and Drug Education Certificate completion information to the MVA electronically on your behalf.

    Option 2: Receive a certificate with a control number

    If you do not have a MD ID the Certified Driving School will issue you a certificate with a control number. Take the certificate with you to the MVA when you apply for your driver’s license.
