Noncompliant Driver's Licenses & IDs
Immigrants who do not have valid US Citizenship and Immigration documentation are eligible to apply for a noncompliant driver's license or identification card.
How to get a noncompliant driver's license or ID card
Individuals who present foreign documentation without valid United States Citizenship and Immigration Services documentation must schedule an appointment online to apply for a federally noncompliant driver's license or ID card.
Before you make an appointment, please follow these steps:
Step 1: Get Maryland tax certification letter
A Maryland tax certification letter provides proof that you have filed Maryland income taxes. To get this letter:
- File Maryland income taxes for two years before you seek a driver's license
- Apply for a tax certification letter from the Maryland Comptroller
- Online on the Maryland Comptroller's website, or
- By making an appointment to visit one of the Maryland Comptroller’s branch offices.
Step 2: Schedule your MVA appointment

Step 3: Prepare for your appointment
- Gather required documents. Use the MVA Online Document Guide to see what what documents you'll need to bring to your appointment.
- If you are applying for a driver’s license
- Prepare for the knowledge test by studying the Maryland Driver’s Manual and taking the online driver test tutorial.
- If you have a foreign license that is not suspended or revoked, please present the license and complete the 3-Hour Roadway Safety Driving Education Program before taking your driving skills test.
- If you do not have a foreign license, you will need to obtain a learner’s permit, complete the Maryland Driver Education Program and meet other requirements before taking your driving skills test. Please go to the Teens & New Drivers section for information on how to obtain a learner's permit.

Noncompliant driver's licenses & IDs FAQ
Yes. If you have a current Maryland driver's license or ID card and no verified U.S. Social Security number, you can still renew — as long as your license or ID has not been expired for more than one year. Visit our Online Document Selector for examples of approved documentation.
Keep in mind that your new license or ID will not be federally compliant.
