Issues handled by the Motor Vehicle Administration
The MVA’s Office of Investigations and Internal Affairs (OIIA) investigates:
- Violations of Maryland vehicle laws
- Vehicle dealer misconduct
- Unlicensed vehicle sales also known as “curbstoning”
- Fraud related to licensing and registration
- Uninsured motorist complaints
- Misuse of disability parking
- Certain driver education school or trainer complaints.
How to file a request for investigation
Consumers submitting information for formal investigations should submit the appropriate MVA form for the type of complaint they are reporting, along with supporting documentation such as contracts, receipts, warranties, or repair orders.

General investigation requests generally require:
- A completed general investigation complaint form (IS-109) or the most appropriate form listed above
- Supporting documentation (copies only)
- Detailed description of the issue
- Contact information for the person submitting the request
What happens after you submit a request
- The complaint is reviewed.
- It is assigned to an investigator.
- The investigator contacts the involved party.
- The requestor receives written updates or findings.
Issues handled by other agencies
Some complaints are outside MVA authority and may be handled by other agencies, including:
- Vehicle repairs not covered by warranty — Maryland Attorney General Consumer Protection Division
- Vehicle safety inspections — Maryland State Police Automotive Safety Enforcement Division
- Vehicle repossessions — Maryland Commissioner of Financial Regulation
