When 5 or more sets of license plates are being returned at one time, it is considered a bulk quantity license plate return. The procedure for returning a bulk quantity of plates is handled differently than if only one set of plates is being returned.
What do we need to do to return 5 to 9 license plates at one time?
Please complete the 
MVA Tag Return Log Sheet (VR-317) with the information on each set of license plates (and stickers) that are being returned. Along with the license plates, be sure to include the registration card. The plates can be hand delivered, or sent via a delivery service, to any full service MVA office.
Returning 10 or more license plates?
The procedure changes if 10 or more sets of license plates are being returned. Please return 10 or more sets of license plates to:

WARNING: Please do not cancel any automobile insurance policies until the MVA has received the license plates. A failure to do so could result in a large fine.
Can I get a refund of the registration fee if the license plates have not expired?
You may be eligible for a refund if your license plate expiration date is more than 12 months away. If you believe a refund is due for any returned license plates and/or stickers, please include a completed Application for Registration Plate Refund. Please note that the MVA will not process a refund if the vehicle owner owes an administrative fee, an insurance compliance penalty or other fees. All debts with the MVA must be satisfied before a request for a refund can be made.
How long will it take for me to receive a refund?
Your refund is actually prepared by the Maryland Comptroller's Office in Annapolis. You should receive the refund within 6 weeks of returning the license plates. If you never receive the refund, call one of the numbers below for assistance.

- There is no fee for returning license plates.
