Titling requirements for small vehicles
Your vehicle may require a title if it is:
- A motor scooter or moped or other motorcycle-type vehicle that does not meet the definition of a moped
- A low-speed vehicle like a scooter
- Off-road vehicles like all-terrain vehicles (ATV), side-by-side utility vehicle (UTV), off-road motorcycle, and snowmobile
Mopeds, scooters, utility vehicles, and off-road vehicles require titling and will get an off-highway recreational vehicle (ORV) decal.
If you are unsure how your vehicle is classified, contact us before applying.
How to title your small vehicle
If you purchased the vehicle from a dealer, the dealer should submit the title application for you to issue the decal.
If you purchased the vehicle from a private seller, you are responsible for titling the vehicle. Make an appointment to visit a full-service MVA branch office to apply for the ORV decal.
If needed, you can mail your application, documents, and fees to the MVA.
Documents you'll need
To title your ORV and receive a decal, you must submit:
- Proof of ownership with odometer disclosure
- Manufacturer’s Certificate of Origin for new vehicle OR
- Current title for used vehicle OR
- Affidavit of Ownership (VR-450) - PDF - 156.79 KB if you can't get any other ownership document
- A completed Application for Title Decal for Mopeds, Motor Scooters, ATVs, UTVs, Off-Road Motorcycles and Snowmobiles (VR-337) - PDF - 196.61 KB form.
- Include lien information, if applicable
- Proof of purchase price
- Bill of sale from dealer OR
- Bill of sale signed by all buyers and sellers if title doesn't have sale price OR
- Notarized Bill of sale signed by all sellers and buyers if vehicle is less than 7 years old or purchase price is $500 below book value (for excise tax calculation)
- Payment for all required fees and taxes

What to expect after applying for a decal
Once your application is approved, your Maryland Certificate of Title and decal will be mailed to you. Processing times may vary, please check the Product Tracking tool for a status on your order.
