Need help submitting your eFR-19?

To submit an eFR-19, you’ll use myMVA online se​rvices​. Follow the steps below: 
  1. Log in to ​the myMVA eFR-19 Insuranc​e Agent portal here.
  2. Select Yes, I have my Case Number. 
  3. Enter the case number and either the VIN, title, or tag number. 
  4. On the case information screen, scroll to the bottom of the page and select I’m the Insurance Agent. 
  5. Enter your Maryland Producer License number and password. If you haven’t logged into the system before, it will prompt you to create a password.  
  6. Submit your eFR-19. Once submitted, the information will be updated in real time. 

Need help updating insurance for a customer? 


To directly update the insuranc​e on a MD registered vehicle for a customer without a lapse case, you can use myMVA online services. 

  1. Log in to the ​myMVA Provider Insurance Update portal here.  
  2. Enter the vehicle title number and select Search
  3. Confirm the correct vehicle information is displayed, then select Update Policy Information
  4. Enter your Maryland Producer License Number and password. 
  5. Add the new policy information on the Update Customer Information screen then select Submit
  6. Be sure to follow all the prompts to confirm. Once submitted, the record will be updated in real time. 
 

New Insurer Registering in Maryland? 


If you’re an insurance company looking to register in Maryland for the first time, there are some forms and steps to complete with the MVA: 

  1. Register your company with the Maryland Insurance Administration (MIA). Your company needs to be listed as active before your company can be added to the MVA’s database. 
  2. Complete a Trading Partner Info Sheet (ICD-073) and follow instructions for submitting to the MVA to be added to the MVA’s database.  
  3. At least one representative for your company needs to obtain access to the MVA’s FTP server. The two forms below are required to gain access and should be sent to the Media Processing team.

Maryland Senate Bill 254: Vehicle Insurance Compliance 
Newly enacted legislation (HB 229​ / SB 254 - 2024 Legislative Session) will change the way insurance is reported for Maryland registered vehicles. Once legislation becomes effective, daily transactional reporting of New Business, Reinstatements, and Cancellations will be discontinued.  
  • The MVA will require a weekly Book of Business (BOB) file containing all active policy records from each carrier.  
  • Each Maryland authorized carrier will be required to participate in Online Insurance Verification (OLV) to allow the real time verification of Maryland auto policies. 
Insurers should begin preparin​g for this change as some development may be required. More information is available in the FAQ below. 


Has the legislation (HB 229 / SB 254) passed yet?

 

Senate Bill 254 and House Bill 229​ passed in the Maryland legislature on April 9, 2024 and were​​ signed by the Governor.



When will the legislation (HB 229 / SB 254) go into effect?

 
The effective date is January 1, 2025. All insurers must comply with the legislation by this implementation date.

What will change for insurers when the legislation passes?

 
Each insurance company will be required to provide weekly BOB to the Maryland MVA through an FR-00 file. Additionally, this bill will require insurance companies and other agents to verify a vehicle’s insurance standing by using an Online Verification (OLV) web service. 

What is the difference between a FR-00 and FR-13 file?

 
The BOB needs to be submitted weekly to the MVA using the FR-00 submission specifications. An FR-00 submission is intended for the transmission of an insurance company’s existing active policy records, as a means of sending a copy of their existing database to the MVA. The BOB file will be in the same format as the current daily FR-13 files with minor differences: 
  • ​For Companies using EDI, the BIG segment, element 4, should read "FR-00" instead of "FR-13".  
  • Those that are using the fixed width text files, no changes are necessary. 
  • BOB files should only contain "NBS" or "LOD" (old legacy type) records. Reinstatement ("REI") and Cancellation ("XLC") records will not be accepted. 
Once the data is uploaded, it will be checked and verified against all existing data in accordance with the FR-13 and an error report will be generated. 


What do the codes mean in the error report?

 
The error report will contain 3-digit error codes as described in the table below. The error report will be generated in the format it was transmitted to MVA. Any error file generated will be returned to the insurance company to correct and resubmit. ​

How should an insurer prepare to use Online Insurance Verification?
