Registration – Dual Registration of a Dump Truck

All out-of-state dump trucks that will be used to do business in Maryland (even for one day) and require a weight higher than the Federal Bridge Formula allows must be titled and receive a dual registration in Maryland.



How do I obtain dual registration of my dump truck in Maryland?

You may apply for dual registration (and titling) by mail or in person at any of the MVA's full service branch offices. Typically, you will need to submit the following forms.

  • Current title (Maryland or out-of-state).
  • App​lication for Maryland Certificate of Title – You must include a Maryland address on this form. You also must certify that an insurance company authorized to do business in Maryland issued your truck’s insurance.
  • Certification for the Issuance of Dump Service License Plates
  • Side view photograph of the dump truck.
  • Maryland Safety Inspection Certificate – This Maryland State Police form certifies that your vehicle meets Maryland safety standards and is valid for up to 90 days from the date issued. The certificate is not required:
    • when the vehicle is new; or,
    • when the vehicle is already titled and the certificate was presented and accepted by the MVA at the time of titling.
  • IRS form 2290 – This document confirms that a heavy use vehicle tax has been paid to the federal government.
  • Manufacturer’s certification (if applicable) – If the dump truck has a GVW up to 70,000 pounds, a manufacturer’s certification of its fourth axle/70,000 pound rating must be submitted. Note that you must carry this certification in the vehicle at all times.
  • Lien holder authorization (if applicable) – If a lien has been placed against the other state’s title, a letter from the lien holder authorizing dual registration in Maryland must be submitted.
  • Leasing company authorization (if applicable) – If you lease the dump truck, a letter from the leasing company (lessor) authorizing dual registration in Maryland must be submitted. A copy of your lease agreement may also be needed in order to calculate the correct excise tax.

Your Maryland registration card, license plates and expiration date stickers will all be provided to you immediately. Your Maryland title will be sent to you in the mail in approximately two weeks after you apply.
