Who needs a license
If you take apart, crush, shred or scrap motor vehicles in Maryland, you must be licensed by the Maryland Motor Vehicle Administration (MVA).
- If you dismantle vehicles for parts or scrap metal, you need an automotive dismantler and recycler (ADR) license.
- If you crush, shred, or process vehicles for scrap metal, you need a scrap processor license.
You may not conduct business in Maryland without a valid license issued by the MVA.
Licensee responsibilities
As a licensed ADR or scrap processor, you must:
- Maintain accurate vehicle records
- Comply with Maryland Transportation Article requirements
- Keep your surety bond active
- Allow inspections or audits by the MVA
- Follow all reporting requirements
Violations may result in civil penalties, suspension, or revocation of your license.
How to apply for a license
Step 1: Complete the application
Fill out the appropriate MVA application for:
- Automotive dismantler and recycler (ADR), or
- Scrap processor
Make sure all information is complete and accurate — incomplete applications may delay processing.
Step 2: Gather required documents
You may need to provide:
- Business formation documents (if applicable)
- Trade name registration (if applicable)
- Zoning approval
- Federal Employer Identification Number (FEIN), if applicable
- Proof of your surety bond
- Any additional documents required by the Business Licensing and Compliance Division
Step 3: Submit the application & fees
Submit your application online in the Business Portal, or mail or deliver your completed application, bond, supporting documents, and fees to:

Fees are nonrefundable. Do not begin operating until your license has been approved.
How to renew your license
Licenses must be renewed as required by the MVA.
To renew, you must submit renewal paperwork, pay renewal fees, and maintain your required surety bond.
Operating with an expired license is a violation of Maryland law.
