Driver’s license cancellation in Maryland

Before the Maryland Motor Vehicle Administration (MVA) issues or reissues a driver’s license, it checks the National Driver Registry (NDR) to reveal unresolved driver's license issues such as unpaid fines or other driving-related problems. If your name is found in the NDR and you should not have received a license, the MVA will send you a Notice of Cancellation by mail.

There are many other reasons why your license can be cancelled, like fraudulent applications or not entitled to be issued.

What to do if you receive a cancellation notice

Act quickly. The notice will require you to send written proof that the problem has been resolved within 45 days.
If the MVA does not receive proof within this time, your Maryland driver’s license will be cancelled and will no longer be valid.

  1. Contact the out-of-state agency that reported the problem. The NDR only shows that a problem exists. The Maryland MVA cannot see the details of the problem. Only the other state or agency can provide that information.
  2. Resolve the issue with the other state or agency. This may include paying fines or clearing your driving record. All payments must be made directly to the state or agency that reported the problem to the NDR.
  3. Obtain written proof that the issue has been resolved. This may be a receipt or an official letter.
  4. Send the proof to the Administrative Adjudication Division of the Maryland MVA before your deadline.

What happens next

If proof is received before the date on the notice: The MVA will cancel the action and remove the cancellation record. Your MVA record will not show that a cancellation notice was issued.

If proof is received after the date on the notice: Your license will already be cancelled. You will be required to apply for a new Maryland driver’s license.

If no action is taken: Your driver’s license will remain cancelled and invalid.

Fees

  • Any fines or fees required by the other state must be paid before the Maryland license cancellation can be removed or before you can apply for a new license.
  • The Maryland MVA does not charge a fee to cancel a driver’s license.
  • If your license is cancelled and you must apply again, you will be required to pay the standard application fees for a new license.
