Before a Maryland driver’s license is issued (or re-issued), the MVA routinely checks a nationwide database called the National Driver Registry (NDR). The NDR includes information submitted by all 50 U.S. states, Canada, and Mexico about persons to whom a driver’s license was issued, and who have an unresolved problem related to that license (e.g., unpaid fine). If the MVA discovers that the applicant’s name is included on the NDR, the MVA will not issue a Maryland driver’s license.
At times, the MVA may not be able to access the NDR, and will issue a driver’s license that is subject to a later review. As soon as the NDR is “on-line” again, the system is checked to see if the name of the applicant appears. If the applicant’s name is included, meaning that he or she should not have been issued the driver’s license, the MVA mails the customer a written notice of cancellation. The notice informs the customer that he or she is required to submit written proof that the problem is resolved to the MVA within 45 days. If proof is not received, the MVA will cancel the customer’s Maryland driver’s license making it invalid.
What should I do if I receive a notice of cancellation?
You should immediately use the information on the notice of cancellation to contact the appropriate out-of state authorities who can assist you in resolving the problem. Please note that the National Driver Registry (NDR) only indicates the existence of a problem; the MVA cannot tell from the NDR information any details about the problem.
After the problem is resolved, obtain a receipt or written proof that the problem has been resolved. Submit documentation to the Administrative Adjudication Division (AAD) in the Maryland MVA so the driver’s license cancellation can be deleted or withdrawn.
Do NOT send any payments to the Maryland MVA. The problem must be resolved directly with the state posting the information on the NDR.
What happens next?
If proof that the problem is resolved is submitted on or before the cancellation date printed on the notice of cancellation, the MVA will delete all records of the cancellation. The record at the MVA will not include any indication that there was a notice of cancellation.
If proof of the problem’s resolution is submitted after the cancellation date, the MVA will have already cancelled your driver’s license; therefore, you will need to re-apply for a new driver’s license.
If you do nothing, your driver’s license will remain cancelled. The license is invalid.
- Any fines assessed by the other state must be paid before the Maryland driver’s license cancellation can be deleted or before one can apply for a new license.
- The Maryland MVA does not charge fees in connection with the process of canceling a driver’s license. However, if the license is cancelled, you must re-apply for a new driver’s license and pay the fees associated with that process.
