If you or a dealer do not send the title paperwork on time, the Maryland Motor Vehicle Administration (MVA) may charge a fine. This rule helps make sure vehicles are titled and registered quickly and correctly.

About late submission fines

A late submission fine is a money penalty the MVA may charge when title paperwork is not submitted by the required time.
 

This can happen when:

  • A dealer does not send the title application soon after a vehicle sale
  • A private seller or buyer does not complete the title transfer on time

The fine amount is set by Maryland law and can change.

Situations that can result in a fine

You may have to pay a fine if:

  • Title work is not submitted on time. This includes the Application for Certificate of Title and all required supporting documents.
  • The seller or dealer did not provide the title to the proper party within the required period. If the buyer cannot submit the title because it was not provided, a late fine may apply.
  • The title is submitted after the deadline. Delays can happen if paperwork is missing, incomplete, or not signed properly.

How to avoid a fine

For dealers

  • Submit title work as soon as possible after a sale
  • Complete all required fields
  • Include all supporting documents
  • Double-check signatures and dates

For private sellers & buyers

  • Complete the title transfer immediately after the sale
  • Submit the signed title to the MVA without delay
  • Contact the MVA if you are unsure what to submit or how 

If you receive a fine

If your title paperwork is late, the MVA may issue a notice telling you about the fine. Follow these steps:

  1. Review the MVA notice carefully.
  2. Pay the fine as instructed. the vehicle cannot be titled until the fine is paid.
  3. Contact the MVA if you have questions.
