Out of Area/Military Waiver
If you are active military and currently serving outside of Maryland, MDOT MVA can assist in delaying your VEIP inspection or accepting a vehicle emissions inspection test result from another state. To determine if the state you will be in is one of those states, check here. If you are not in one of these states, complete the relevant sections of a VEIP Certified Statement and send to MDOT MVA with a copy of your military orders. To be eligible for a military waiver, at least one owner listed on the registration is an active duty member with military orders for deployment outside the United States or an assigned duty station in a jurisdiction that is not subject to vehicle emissions controls and inspection program.
Senior Citizen Waiver
Senior citizens, 70 years of age or older and whose vehicle is driven less than 5,000 miles per year, can request a waiver for the remainder of the two year test cycle. Please note: all vehicle owners must be at least 70 years of age to qualify. Using the EP-001A form notice sent to you or by downloading it here, please indicate all owners are over 70 years of age, write the vehicle's current mileage, sign and date (all owners must sign), and send it back to the VEIP Program. NOTE: Miles driven for a nonprofit organization can be deducted from your annual mileage with written certification on the organization's letterhead.
Disabled Citizen Waiver
Disabled citizens, with the metal disabled registration plates and whose vehicle is driven less than 5,000 miles per year, can request a waiver for the remainder of the two year test cycle. Please note: all vehicle owners must meet the requirements for the disabled registration plates to qualify. Using the EP-001 form notice sent to you or by downloading it here, please indicate all owners are disabled, write the vehicle's current mileage, sign and date (all owners must sign), and send it back to the VEIP Program.
Repair Waiver
A customer may apply for a waiver after a vehicle fails the test, undergoes a repair, and fails the test again. The owner(s) must submit original receipts or invoices indicating the minimum repair cost of $450.00 has been spent on emissions related repairs. A waiver will be issued for two years from the original assigned test date.
The emissions related repairs must be made up to 30 days before the first inspection and up to 120 days after the last inspection. The vehicle must be tested after any repairs are made that are to count towards the repair waiver.
